On May 12, 2009, Representative Richardson (D) and cosponsors introduced H.R. 2355, the Making Opportunity via Efficient and More Effective National Transportation (MOVEMENT) Act of 2009.

More Than Triple the Current HMT

H.R. 2355 would more than triple the Harbor Maintenance Tax (HMT) also known as the Harbor Maintenance Fee (HMF) on any port use to .4375% (from .125%) of the value of commercial cargo involved.
